I agree Bush definitely could have stopped Katrina but failed. Why he allowed Mother Nature to produce a Cat3 hurricane is unknown. I do know that the number of fatalitities from Katrina was under 2000 which compared to other recent global disasters is a pittance. And despite the poor public relations the federal government has spent over a 150bil on Katrina victims, cleanup and levees or about 1/4 what Iraq has cost.
- issuing illegal "signing statements" to every bill he signed, claiming some unwritten "presidential perogative" to ignore any part of the bill he chooses to.

The war ended back in 2003 with that "Mission Accomplished" banner. That's what that dog-and-pony show was all about. What is NOT succeeding is the
occupation. Successful occupations don't have occupiers getting killed routinely. Go read about post-war Germany and Japan. Those were successful occupations. What's happening in Iraq is not success, surge or no surge.
Maybe if we killed 5,000,000 civilians in Iraq like we did in Germany we'd have a smoother occupation. Bottom line:800 deaths a year at a cost of 100bil. is pretty cheap bear bait. I'd be pretty happy if that's the WORST we ever see war again. How many died in Dem wars? Nam? Korea? WWll? I'm too bored to continue.
