Can someone please explain to me what "Minimum standards of conduct " means? In regard to the financial services industry?

Nope just doing my financial planning study, and want to summarise this so I understand it bette. The sentence is as follows

The Corporations Act provides the following

- "Minimum Standards of Conduct for providers of financial services to retail clients"
