Please help me understand the trading hours of NYSE ARCA?

This is a cut from Bloomberg's description of NYSE Arca.

Anybody clear my confusion: can we trade 8am-8pm or 9:30am-4pm EST?

March 8, 2006, the ARCHIPELAGO Exchange (ArcaEx) and the Pacific Exchange
(PCX) will be renamed "NYSE Arca". Trading hours will be from 8AM-8PM(est)
In order to facilitate the expanded trading hours, the NYSE Arca
will produce quote and last sale information to SIAC and SIAC will make
available quote and last sale information between the hours of 8AM and 8PM.
Trades effected before and after the primary markets trading session
(9:30AM-4PM) will be marked with a "T" sales connection code. Eligible
quotes disseminated before and after the primary markets trading session
(9:30AM-4PM) will be included in the national BBO calculations.

You should be able to trade 8am-8pm on ARCA. What in particular were you confused about? The paragraph you sited talked about how they tag the last sales information (with a "T") outside of the primary hours.
