Here's a stock that I'm looking at today: OCZ.L and I was wondering - would it be illegal to do a pick and dump of the stock since it's very low in volume and it's out of the US? Also, would it matter to them whether or not you are an individual and not an investment firm?

Try it. Chances are you'll be selling to the same market makers who kept raising the price on you while you were buying the "rising" stock. They'll see a fool and his money and sell you shares at escalating prices.
Then when you're ready to sell for your big profit there will be no bidders.
Focus on trading stocks that have a reason to move...if they're not moving, or if you're the only one moving them, you're playing a fool's game.
