CONCLUSION: since Obama can be blamed for not creating jobs even though he said he would, we can blame Reagan and Bush for not stopping handouts even though they said they would.

If you want to make sense, blame the republicans for their incompetence to stop handouts.

Read the tax codes sometime. It takes about a half a minute to realize that what you are looking at is a zillion different rules written to exempt specific parties from paying income tax. They just donate to either side of the aisle and then get themselves written out of the taxation thingy...

That's one thing I like about Herman Cain, his tax plan will bring all those tax evaders into paying taxes via the consumption tax.. as well as illegals, pimps, welfare leeches, thieves, etc...

Yes, look at how successfull those freeloaders are in evading taxes. They steal more and more money from the rich. The rich are getting poorer and poorer because of those filthy freeloaders. While the freeloaders are getting richer and richer of the back of hard-working people.

You can clearly see in the right graph the bottom 20% is making more and more money due to be able to get free handouts, pay no taxes, and getting free healthcare. This relationship is inverse for the top 20% who make less and less money cause of taxes to pay for the freeloaders..

actually budget requests for spending originates with the president. the president proposes and congress disposes. congress is not bound by the requests of the president in his annual budget but its their starting point.
