No one is commenting on something else he said. US Govt is authorized to buy illiquid securities from banks/firms to fix their balance sheets.

So if you actively went out and took on excessive risk in these highly risky and illiquid securities, you can now sell them to the government and free yourself from your mistakes without consequence! I wish I would get do overs as well.
