I was reading where California is thinking about how to capture and store run-off water when it rains or diverting it to where it will have more time to sink into the water table/aquifers.

Cutting edge stuff there. Refer to the Roman Empire and some of their engineering for more on that.

Yes, well the experts all told Cali that it would never rain again and the dam would never fill up again so they did not put much thought and engineering into how water would be released from the dam.

It was more important for Californians to focus on building a bullet train to move people from one congested collapsed city to another congested collapsed city- when all they really want is for you to pay for their u-haul so that they can move to Boise or Austin.
