The stores around here, Walmart and the like, call the police, have a trespass issued or a ticket, but never follow through with charging anyone. The same people get trespassed multiple times, and the tickets are never paid.
I went to a village meeting and told them to stop sending police to shoplifting calls at these places until they are willing to follow through with prosecution. No one laughed me out of the place, but pretty sure they were laughing at the whole idea.
