People are outraged about a Kansas law that critics are calling a 'tax on the poor'

They should be. This is horrific.

Kansas did a good thing restricting the use of welfare cards at tattoo parlors, liquor stores, etc...but this is just crap.
 
I have no problem paying welfare for physically or mentally handicapped people.
But for those who have the ability to work and choose not to, I say-
If you don't like $25 a day...GO GET A JOB.

Unfortunately there are some expenses - rent, medical, etc, that you can't plan a $25 day allowance on. That's the problem.

First of all the FHA Section 8 programs cover rent. Medical expenses are covered by Medicaid.

Any housing or medical expenses covered with welfare disbursements are by law expected to be paid directly via the card to the landlord or medical/drug provider. The welfare recipient should not be withdrawing cash from an ATM machine to pay rent or medical expenses.

I thought it was possible to not qualify for a housing subsidy, but still qualify for other benefits. If that were the case, you'd still have to pay rent and it wouldn't go to the landlord directly.

What about gas? $25 doesn't fill up my tank.

To make people go back and forth to the ATM just to give another fee is asinine.

This is a perfect example of hurting everyone - especially those in true and dire need of welfare - just to stop the fraud. There has to be a better mousetrap.

Keep in mind that the rule does not stop the individual from using the welfare benefit card to pay directly for qualified expenses with no daily limit. If gas is a qualified expense in the state then they can use the card directly at the pump.

The rule is intended to stop the abuse of welfare by individuals pulling cash out of the ATM machine and spending large amounts on drugs, booze, and other non-qualified items.
