Black projects can remain concealed for decades. The perfect example would be the B-2. German scientists, many of whom were brought to the US after WWII, helped develop the "flying wing". Forty years later, the US government unveils the B-2.

Some of these planes take 15-20 years to develop. If engineers and scientists want to keep their jobs and avoid jail-time (or worse), secrets can be kept for quite a long time.
