Penny options for non-US markets?

I once asked IB and they told me I cannot trade them because US residents cannot.

How could one trade them with IB?

Option Trader:could you pls. help with regard to above as you seem to already have done it with IB?

There is no way to trade them if you are a US resident as the law prohibits this. So unless Option Trader is not a US resident he/she won't be able to either.

Are you serious? I never knew this! Whats the reason for this and are US residents allowed to trade foreign shares?
