In the past, usually top congressional leaders are notified, to what degree of detail is a question but they usually know something is up.

However given the toxicity of todays political climate we’ve seen everything leaked by people on both sides. I can't blame the President for his actions.

Some of the comments made here regarding the mission have reached a new low, agreed.

I thin the situation would be different if the raid involved violating the borders of a non-combatant state. Then you are talking about committing an Act of War, and at the very least, congressional notification should be mandatory.
