They are not "buying dollars". We are giving them dollars in exchange for the crap they make. Then they have a choice. They can either:
1. Sit on actual dollars in a reserve account, which make an inflation adjusted negative return
-or-
2. Buy hard assets and services with those dollars from someone who would rather trade what they have for dollars

3. Buy US treasuries
So unless you're suggesting that they no longer want to sell us the "stuff" they produce, then not much is going to change.
