Not at all. It's right there in your state's current statutes on-line which will contain a history of the revisions. Also, there will be plenty of case law that goes back decades.

Are you suggesting that I could go back on this case and win it
because I was supposedly (seems like it) shafted by the court?

The problem is, I do not have proof the stop sign was down. Only
eyewitness's that I haven't seen in years.

ect., and reopen the case.
