Anyone carrying a concealed weapon would have been totally justified in using it.
The victims absolutely had every reason to believe that their lives were in danger. Not in every instance there, but if you have a dozen people kicking you in the head, or doing it to someone near you and then they are coming for, you are not required to wait to see if they are going to kill you.
But no. You can be sure that some of the mob had guns, but your chances of getting a concealed weapon permit are probably zero in Baltimore.
