The funds that are frozen are Russian bank's funds. Not "oligarchs"' funds.
If you're talking about the yachts - I don't know ask the courts in the countries where they were confiscated.

It is arbitrary if a man's wealth is confiscated. Those
affected have no political control over Putin.
