Right. They are delaying deployment for "political advantage"... that is, a huge chunk of stimulus will be spent next summer just before the mid-term elections.... expecting, of course, the "injection" will make things look better for the economy (so long as nobody bothers to check the debt side of the ledger)... and be favorable for incumbents at the election... FUCKERS!!
