Just out of curiosity - what exactly is wrong with the Miami area again? Given the choice between Ottawa and Miami, I'd choose the sunshine state (with no income taxes, etc) over the North every day of the week and twice on Sunday!
You made your choice, and have to deal with the good and bad of your choice. For example, you feel required to carry a weapon at all times. This is totally unnecessary in Canada. When Florida real estate prices crashed in 2009, some people I'm sure were hurt by that. A home owner in Ottawa hasn't seen a drop in real estate prices since the early 1990s. Public schools are in general of much higher quality then most US schools. For those who have economic or health problems, the safety net will help them out; I'm not sure it's all that good for many Americans who encounter similar problems.
It's not rare to see some pretty disturbing news from Florida the last few years; the Zimmerman case for example was a huge red flag about the legal system in Florida and what it means for some to live in Florida.
I have no idea about the economy in Florida, although that real estate crash suggests there are some issues. Lot of tourism of course in Florida, Canadians like to visit but most don't want to live in Florida except some seniors. With Canadian winters being more moderate now and Florida experiencing a lot of natural disasters, even that aspect is less important.
