It's not a crime to be addicted. There isn't anyone in prison simply because they're addicted. It's the crimes committed to feed the addition, which is why unless you make all drugs free to all people all the time, crimes will continue. Even free, addicts aren't going to make the best decisions while high.
Do I think the "evil weed" should be legal? Why not, but thinking that solves the real problem is looking through rose colored glasses. It's just like the fact that John Barley Corn is legal. Doesn't do a thing to curb alcoholism, the crimes committed by drunks, and all the other associated personal and family problems which result from alcoholism.
The government doctor likes it this way. Drunks and stoners are easy to manipulate which is why they want everyone on some kind of pharmaceutical.
alcoholism is a disease and you can't cure it by outlawing booze. You do remember what happened when it was outlawed, right? Heroin should be dispensed for free at clinics. It is very cheap when legal. There should be a shooting gallery and a place to nod out. When an addict leaves he can for the first time see what life might be like if he was living a normal heroin free life. That may give him the hope to ask for help.

City plans to fight heroin by allowing it

Ithaca, N.Y. (CNN)Don't be fooled by the bucolic scenery or the leafy college campuses; Ithaca, New York has been rocked by the scourge of the heroin epidemic sweeping the United States.

Suffering from the drug epidemic isn't what sets Ithaca apart. It's how their mayor wants to deal with it that makes Ithaca unique.

The city is nestled along the southern shores of Lake Cayuga and consistently recognized as a great place to live in United States. Home to three colleges, it's one of the nation's "Smartest Cities" and boasts low rates of unemployment. But since 2005, eleven people here have died here from opioid overdoses. Seven of those occurred in the past two years. And in a one-month stretch this spring, four Ithaca residents lost their lives.

Baltimore police have racial bias, Justice Department reports

(CNN)A Justice Department investigation found that the Baltimore Police Department engages in unconstitutional practices that led to disproportionate rates of stops, searches and arrests of African-Americans, and excessive use of force against juveniles and people with mental health disabilities.

The Department of Justice monitored the department's policing methods for more than a year at the request of the Baltimore Police Department, after the 2015 death of Freddie Gray, who suffered a fatal injury while in police custody.

The report, which covered data from 2010 to 2016 and was obtained Tuesday by CNN, attributed the widespread practices to "systemic deficiencies" in training, policies, supervision and accountability structures.

Though the report does not reference Gray, his death continues to loom large over the city's attempts to heal and rebuild. The federal civil rights report comes weeks after charges were dropped against the remaining officers facing trial in Gray's death.

As a result of the probe, the city and the Justice Department have agreed to negotiate a court-enforceable consent decree that will prescribe steps for reform -- in addition to steps that Baltimore already has taken -- city and federal officials told reporters in Baltimore on Wednesday.

"Change is painful. Growth is painful. But nothing is as painful as being stuck in a place that we do not belong," Police Commissioner Kevin Davis said.

Davis said he would have no tolerance for officers who "choose to engage in racist, sexist , discriminatory or biased-based policing." And he said that officers involved in the most egregious examples noted in the report already have been removed from the job.

He did not identify the officers or say how many officers had been removed because of those cases.
From BPD officers, command staff and union representatives, to city leaders and advocacy groups, everyone who spoke to DOJ investigators acknowledged "significant problems" that undermined efforts to police "constitutionally and effectively," the report said. "Nevertheless, work remains, in part because of the profound lack of trust among these groups."

Let's not forget the mayor is the black idiot who suggested letting the riots burn themselves out, ie abandoning innocent law abiding property and business owners, and the State's Attorney is the young black out of control racist who should be disbarred over her antics. The mayor was rewarded for her incompetency with a slot at the democrat convention. As I recall, she screwed that up, forgetting to gavel the convention to order.

These state/city/DOJ consent decrees are a sleazy way of federalizing local policing and putting them under the control of the highly politicized Obama Justice Department. Then the Justice Department can assert control and force policy changes, ie abandon proven strategies in favor of touchy feely affirmative action outreach and of course, large grants to democrat activist groups.

Justice Department says it will end use of private prisons: Report

The Justice Department plans to stop using private prisons, according to a report in The Washington Post.

According to a memo from Deputy Attorney General Sally Yates obtained by the Post, officials have been instructed to not renew contracts with prison operators or diminish existing contracts.

Shares of GEO Group and Corrections Corporation of America were originally halted on the news, but have since reopened, falling more than 20 percent. Both stocks were then halted again for volatility.

GEO shares were last down more than 41 percent, while CCA was down more than 39 percent.

CCA is the largest private prison operator, with a market cap of about $3.2 billion. Geo, with a market cap above $2 billion, is the second-largest private prison player.

Earlier this month, the Office of the Inspector General at the Justice Department published a review of privately operated contract prisons. It found that, overall, "contract prisons incurred more safety and security incidents per capita than comparable [Bureau of Prisons'] institutions."

The for-profit prison industry is estimated at as much as $7 billion to $8 billion, but has come under pressure as Democratic presidential nominee Hillary Clinton has spoken forcefully about a desire to phase out private prisons as part of the U.S. criminal system.
