Is there a broker that allows me to place a sell order for an option at a specific time of the day? ie 3 pm?

Yes, and so does thinkorswim. At IB, the entry time is shown in the Quote Pane. At TOS, it's trickier: At the far right of the order display line is a tiny circle; click it and the Conditional Order panel appears.
i can think of times when I wished i had this functionality...
say . i have an errand to run..
and need the trade to be executed at market...
and also. it increases discipline. that is personal.. sometimes I wish i cud automate it..
and not keep looking.. my profits are booked. or losses accounted for.. and my trading model says to do the transcation at this time..
