Options on OTCBB stocks

I know that open option positions are carried over when a stock gets delisted and moves to the OTCBB, and that they can still be closed. But can one still initiate option positions after a stock moves to the OTCBB?

I believe when a listed stock moves over to OTCBB the options are closing only on the exchanges.
