Opening rotation logic

hi guys

i noticed some times a stock starts trading at 9:30 EST but the options starts trading later at 9:45 EST.

And i noticed that at 9:45 EST all option exchanges opens at the same time

The timing seems to be coordinated.

Is there a rule or logic to determine when the options will open ?

Does news like FDA, takeovers or earnings affect this ?

If the underlying stock is traded on the AMEX or NYSE, the option exchanges will wait until the stock begins trading (on the primary market) before they will open option trading.
