Opening proptrading floor in Europe

Hi,

I am going to open trading floor in my country.
Could you help me with choosing the best proptrading firm?

I heard some good thing about Swift Trade and WTS. Are there any other that offer people to open trading floor that doesn't need to be located in USA and Canada?
 
I've been checking most of the proptrading firm, and guys could you tell me what shloud be the fees:
- sec fee
- commsion
- nscc
- nasd
- clear (is the same like commish?)
