Opening A Papertrading DEMO Account With IB

It says on their site that I have to open a regular account before a papertrading accuont. Does anyone know if:

1) This is true

2) Is there a way around it?
 
I'm asking because in the Amibroker literature for autotrading, it makes reference to using an IB Demo account, with no mention of having a regular account with the firm.
 
the paper trade with live data is new. As we are supplying a live feed, we must pay the associated exchange fees to the exchange and as a result, require an account to be opened.

the demo amnibroker is referring to is our older demo which does not have live data or all the functionality of the paper trader.
