If you actually read the NHTSA report that is NOT what it says. This is just fiction invented by the Guardian

It simply states that any increase in emissions based on the freeze in gas mileage standards policy for light trucks and cars is so meaningless against global emissions that it would have no impact even under the worst case scenario for AGW warming. The report at no point state that climate change is true - it only states that the change in emissions policy has negligible effect on any possible warming under any Climate Change model including a worst case climate change model.

Nah, it's more to the tune of "we've already dumped 200 yrs of hydrocarbons to the atmosphere, so whatever we don't burn is minimal in comparison, so why do it?"
