It's a certainty that the economy will heal eventually, given enough time.
To me, it doesn't have to be next quarter. It could be next year.

No NUGT is not shut down. Only leverage from 3x to 2x (as of tomorrow I think).
OK but as of today this ETF is stopped (as said before).
I didn't check, but I think it's really stopped (i.e. not on OTC like UWTI / DWTI few years ago).
Of course could be that NAV still moves with oil but I don't think so.
I guess they will be liquidated shortly?

No it will not. If the price of the underlier (say GDX is underlier) moves approximately -30% once (which it did recently) then the 3x approaches 0 and that is almost impossible to overcome as a factor.
Good chance like a bankrupt stock. My initial investment was based on oil staying above $25 but it did not hold thanks to Saudi/Russia and uncertainty of this effect on global economy. I treated it like a lottery ticket option.
If oil can recover and they can recapitalize then maybe they can survive the NAV loss and move higher but now that they got down to $0.22.......well....not so much as when it was $1.22.
They may have asked for a halt to stop sales of shares since they have adjust NAV...
Basically, it would have to gain 30% in one day to ever give it a chance to approach it's previous price levels?
What would happen if GDX lost 33.4% or more? Making the 3x >100% negative in one day? Would they close the fund permanently?

The last day the funds will accept creation orders is March 27, 2020. Trading in the funds will be halted prior to market open on March 30, 2020. Beginning on March 30, 2020, the funds will not be traded on their respective exchanges, and there will be no secondary market for the shares. On or about March 27, 2020, the funds will begin the process of liquidating their portfolios and may no longer be managed in accordance with their investment objectives. Any shareholders remaining in the funds will have their shares redeemed at net asset value on or about April 3, 2020.
