It's not irrelevant, you can't make decisions on such a scale without there being some who lose, it's naive to think differently.
But .. and not to beat this to death ... but offering more than a single product would have been a much more intelligent and fair approach. Mandated coverage where one size is supposed to fit all is rather stupid. And healthy people loved the old bare bones policies because they were healthy and had minimal health expenses.
