i don't get it... anyone that takes their presentation seriously, that wishes to impart to their audience truthful fact should rely on their notes, right?

Your notes should be there to help you in case you lose your train of thought.

Yes, I've been to college, but unlike Obama I did not have to give a speech 8 times a day, every day. A teleprompter and a speech writing staff who follows your policy guidelines would be essential. The only time one would have is for rapid pre-delivery review.
