The talk is that Obama will let all of the Bush tax cuts expire. He will then propose a new law in January offering the Obama tax cuts on those with incomes under a certain level.
That will eliminate the argument with Congress about taxing those making over $200K. They will just hammer Congress on not giving a tax cut to the middle class to get this through.
