Odumbo doesn't have to do anything for Chicago or any other black area. He knows the blacks won't vote Republican, regardless.

Odumbo is trying to secure the Hispanic vote and loyalty in a similar way as did LBJ for the black vote with his signing of civil rights legislation in 1964(?), and then proclaiming.... "This will keep the niggers voting Democrat for the next 200 years..."
