The Department of Homeland Security was created by consolidating some pre-existing agencies, including the INS, FEMA, and the Secret Service. We can see what a fascist disaster that has turned out to be. When government consolidates departments it doesn't wind up with a smaller result. It just ends up with a huge monster of an agency that's even bigger than the total size of its formerly independent components.
