Are they intentionally trying to mislead or do they not understand the difference between giving 737 million and guaranteeing a loan ?

Backing a loan... wink wink. That is how wealth is transferred from tax payers to individuals via the cronyism. They would like to just hand out the money... but this is the next best mechanism.

When you have to say... obama's adminstration may be massively corrupt but it is less corrupt than bush... its time to get a new pr job.
