Why?

Because it's the percent that counts not the number.

If Blacks make up say 15% of the entire US population but 35% of them are in prison...

And, if say whites make up 60% of the entire US population but 10% are in prison...

Do the math.

And that was only hypothetical.

Current statistics show that the number of whites in prison versus the number of Blacks is at or near parity. In other words, there are nearly as many blacks in prison and whites. Yet Blacks currently only make up 13%-14% of the US population.

This is only part of the reason. The other reason is: It could be their cousin, brother, uncle, friend of friend, etc who commited the crime. No one wants to be reponsible for putting a relative in jail or seeing what passes for a family disrupted.

Putting a family member in jail could possibly create a direct hardship on your life, ie. taking care of the jailed dependants. Step into the world of distorted logic of bad or poor choices, where no one is likely to benefit and what's the point.

Mmm, ok. But that's not really the reality of it. Most cases involve reporting mere information concerning a crime committed by a stranger. Simple eyewitness things like description, time of day, what was heard, which direction the perpetrator went. We're not talking about turning someone in. Simply talking to police in the black community tends to be taboo. They've built up in their minds that it's an "us versus them attitude." Worse, if seen talking to police, you're viewed as a "snitch" or "rat" and are subjected to various forms of ostracism, abuse, and violence (actual or threatened).

See what I mean? Here is the response to addressing black poverty and crime. Hey blackhorseshoe, just trying to get to the heart of some black problems and maybe solve them. You just twisted this thread into blame the cracker. Your making yourself look bad.

I haven't read anything positive but I'm sure there were success stories of community improvements of low income home ownership that weren't available with prior policies.

It's interesting to note that if one really wanted blacks to live in perpetual poverty and misery in a land of wealth and opportunity, one would be hard pressed to design a better approach than the current situation. Build a society that rejects work and education as being "white" (along with anything else helpful) and is rewarded for dropping out of school, not working and producing a couple offspring. Install leaders that convince them that everything is the fault of whitey and/or the terrorist government. Tell them that black people don't make guns so the leading cause of death of young black men (homicide) must be the fault of whitey. "You cannot succeed and it's not your fault" is the message hammered into every black's head from birth to death.

It's been executed so well, one can almost suspect a massive conspiracy. But it's not whitey doing all this. If whitey really wanted to keep blacks down, they'd be supporting Al Sharpton, Jesse Jackson and Jeramiah Wright. Interestingly, there is one segment of the political spectrum that does just that.
