Whether Cat is recovering or not does not change the fact that they will have to find a way to cover the new 100 million dollar a year bill. Like i said before, businesses will recover regardless but it slows the recovery tremendously.

Where do you think the 100 million dollars is going to come from?

For every example like CAT who is still able to make money right now, there are atleast 100 small businesses who are on the verge of going under right now, who only need a small added cost to send them over the edge.
