The high school, located 20 miles south of San Jose, has experienced numerous gang problems.

Wonder if we're talking white gangs or non-white? I suspect the latter .....

Brilliant.

The most basic rule of First Amendment law is you can't censor the speech of people just because some thug will be annoyed and resort to violence. There are exceptions, like "fighting words." So the American flag is now deemed the equivalent of "fighting words"? We've already seen that happen to another proud symbol of regional cultural heritage, the Confederate flag. Black racists have effectively banned its public display.
