What does a "vault" birth certificate show that a government issued birth certificate with a seal doesn't show? And where is the vault? It must be a big "vault" to store millions of paper copies of birth certificates.

Your ideas are good too, though, that they have a giant, massive, vault that contains millions upon millions of birth certificates and no other way of printing out the information in a perfectly legal, valid, verifiable way guaranteed by the government. I bet it has a giant key that they use to open the door, and I bet the giant key has the label "fucking nutcase" inscribed on the outside of it.

The issued version is not scanned. It is not even photo copied. It is an abreviated version of the original and contains only a fraction of the original's information. That is why the issued versions that are banterred around the internet are not relevant. The only one that matters is the original vault certificate of live birth.
