Approval levels of Congress are telling, but completely irrelevant to individual members of Congress, since they only have to appease their constituency. Take Ted Cruz, for instance. I'm sure his approval rate would be dismal on a national basis. But the man returns home to standing ovations and loud, rowdy and proud Texans. To him, that's all that matters.

So who gives a shit what approval levels are of the House and Senate? When people vote negatively on those, they're voting against government as a whole. Not any one person.
Except that the President's approval rate reflects the public's view on his policies, and that of his administration and party. History has shown that the President's party suffers for the mishaps of the President. We saw that with Bush in his second term, and that's what led the Democrats to get a sweep on the elections in 2008, and the Republicans to come roaring back in 2010.
Why do you think the Democrats up for election are so rabid about the whole Obamacare thing? Polls about Congress/Senate approval levels being low have been low for a long, long time. No one gave a shit. They get what matters. You don't seem to, however.
