No. He has access to anything internal and internal corruption may/usually involves activities that reach beyond internal agency activities. He has zero capacity to convene a grand jury or issue subpoenas. He can only make referrals to DOJ prosecutors/fbi and has to work through them when criminal investigations are required. If for example, he wants to investigate violations of departmental policy, ethics, etc now in regard to - for example- ohr, page, stzok etc and wants to interview McCabe to corroborate, he now has ZERO authority to do that since McCabe has left the department. The FBI can, but he can't. If by "access" you mean he can always refer or ask for cooperation, well then, that is just that, a recommendation. As congress has found out, referrals and recommendations may or may not result in any real investigative work being done.
Also, I dont know how you conclude that I am "alleging internal investigation." I am alleging internal corruption that also spreads to many others in the State Department, Intel Agencies, DNC, Hillary Campaign, Russian and British agents, Podesta Group, Fusion, Obama, and so on. Definitely beyond the role and scope of the IG. Again, I see you coming. You want to be able to argue that no criminal activities were concluded in the IG's report but dont bother to go there with me. The IG has no authority to do criminal investigations.
