For the same reason you would buy a bullet in a Nasdaq stock. For instances when you just gotta have it.... kind of like PNRA today on the news. If you waitng for an uptick youre never getting the stock until much lower.

I remember reading something back in May about the possibility of doing away with the short sale all together on extremely liquid stocks (no I don't have a volume number). I think they were discussing trying it for a few weeks at most. I don't know whatever came of it. Just thought I would share.
 
Thanks a lot for all replies, i now understand much better what the new thing will be. I thought initially that they were banning the whole short sale rule, now i see.
