NYSE going 'Dark'

This is absurd! The saying"everyone's doing it" springs to mind. The NYSE is always late to the party. Then they run to the SEC to help them out.
The SEC should regulate and charge Enormous fees to every OTC market maker, Dark Pool, Black Box, etc.
That would shake out some of the dirtbags.
