It's either more votes to be the OCC prom queen or something to do with liquidity (more demand creates the need for more strikes).

Perhaps some examples would make your question clearer.
 
Perhaps, historically a broader range thereby creating more strikes, or also, a stock split which creates the odd strikes, or perhaps, you can call the options exchange and ask them to open a new strike, and guess what they will.
