As someone whose roots are in Pennsylvania Dutch farming country in Lancaster and Union counties - let me address the Amish comments.
All religious institutions, not only the Amish, are exempt from employee contributions to social security and other similar taxes. The employer must still pay the employer share of these taxes as per the 1982 Supreme Court decision (link below).
Amish children attend private schools. Children who attend private schools are not required to be vaccinated; if the Amish children attended public schools then they would be required to be vaccinated.
Conscience objectors of any background (not only Quaker & Amish) usually avoid military draft and service. The actual law states that they must serve - but in non-combat roles. Many Quakers & Amish (and other conscience objectors) were U.S. Army medics in WW2.
Providing particular groups exemptions that do not infringe on the civil liberties of others and do not endanger the safety of the public --- is very different than passing laws that discriminates against a class of people on religious grounds.
