Ok, my landlord provided free wifi for the house as part of the utilities. Unfortunately,
someone ... a friend of a tenant, etc, who knows? was downloading copyrighted material and
triggered numerous actions by the DMCA (Digital Millennium Copyright Act). He (landlord)
was eventually blacklisted, and disallowed any further wifi installations.

My question is ... how do public (semi-public, etc) wifi installlations prevent this? I mean, if anyone can connect
to the network and download whatever they want, what is to prevent them from causing a similar problem?

Anyway, it looks like I should have posted this in the security forum :(

Reducing the download speed helps in making the wifi network less desirable for downloading large amounts of copyrighted material.
Certain websites could also be blocked on the wifi network: I have seen cases where for example YouTube was blocked to prevent a high load on the network. Same with other "video-heavy" websites.
