Terrorists do target weak states like the US , UK, Saudi Arabia, China, Iran...................
 
The Norwegian police is too underfunded, undertrained (it seems) and understaffed to sufficiently handle such a scenario. Norway is a soft target for terrorism, that goes without saying.

But it is important to remember that a large explosion went off just before the shooting (30 minutes outside the city, on the opposite side) started. All available personnel were subsequently at that location, which had an effect on the ability to handle the situation at Utoya.

If this would have happened in any other part/city other than Oslo, then you would really be shocked.

In Texas, despite its reputation for guns, most public businesses post a sign saying you are not allowed to bring firearms inside. Violation of this carries stiff penalties.
