For Americans its illegal(against US laws not Korean as far as I know, prolly like going to Cuba) generally.

For others, especially Chinese they are welcome and you can even see tourist ads in China for N Korea.(the ads are actually kinda funny with the old school commie "power to the worker, we all love life" type ads)

Very difficult to say, but if in fact that is the news, it will be very interesting to see how the markets react.

I am 85 delta they rally hard on it, but I am not sure. The markets could in theory see it as destabilizing the region, especially if it were a coup de tat. On the other hand, it could usher in a new era.
