If the West/Russia/China have the ability to stop the development of nuclear weapons by other countries, why shouldn't they? The only moral grounds the West/Russia/China should be concerned about is reducing the probability of a nuclear war by limiting the total number of nuclear weapons on the planet.
I'm sure if Canada (world's largest uranium producer and generally considered a peaceful country) started churning out nukes at an increasing pace and testing ballistic missles etc. the international community would be concerned just as they are with the North Korea situation. I don't think it's a matter of fairness, suggesting other countries have the right to nukes just because other countries do. It's a matter of stopping the spread of these weapons anywhere in the world.
