You mean Athens, greece, in antiquity?Women couldnt vote, and were subject to similiar behavioural laws as islam, currently.
As for local democracy, you mean something like gaddafi's libya, ruled by local town meetings effectively, with minimal say from federal authorities-similiar to what perot envisaged, something like that?
