In prior years we had blacks with traditional values and aspirations that could not move out but lived among the "don't cares", they tempered the despair of the neighborhood. Now they have left.
We are left with the hard core in the inner city, crime is more violent and senseless and inexplicable. To wit, when people like Bill Cosby look to blame the victim and meets an outcry, maybe the outcry is justified, because what is left in the inner city are the truely hopeless and possibly unable to help themselves.

Don't see to many trailer parks being "gentrified", invariably its just pushed to cheaper lands, as are the inhabitants of the inner city upon gentrification.
I would hate to be a homeless person in beijing right now, all i can say.

Two thoughts I have. One is more black men and women in the military. This provides an unconventional opportunity "out" of the hood. The other is sub prime related. Home ownership. There are negatives on both sides of the coin but there should be more winners than losers.
Charter schools seem to have results but otherwise the conventional school system offers more of the same yoy failure.

i think kids in richer families find more opportunity to exploit their
abilities, and consequently do better in IQ tests. so i'd say the
possible findings between whites and black more reflect income
than genes ...
in addition to all this, IQ as such is a debateable concept. we put
way to much emphasis on intellect and undervalue other features
of human capabilities.
This is an excellent post......i have ran into this debate a number of times before and many people will agree with the post above.
To believe that intelligence is based on racee is just crazy and looking at many of the ignorant post it makes me wonder about the level of reasoning on ET. I would advise all those who believe that race determines your IQ to read up on the " Abederian study" done on black babies during the 60's up until they where 6yrs old. The name of the study may be spelt wrong but it is moreless correct.

Point taken, but... in this particular venue there are very few, if any, innocents; after all, we're in the business of trading stocks and derivatives - an endeavor that requires a high degree of skepticism. I was shocked by '77's comments, not because I don't think there are virulent and stupid people out there but because I was under the impression that ETers are a fairly bright group and found it hard to imagine that anybody so stupid might actually be a trader.
If this person sent you an offensive PM you were well within your rights to complain because, for reasons that I don't yet fully understand, for many of us, including myself, our egos are attached to our internet identities even though those identities are largely artificial. Perhaps the more sincere we are in expressing ourselves by way of our internet doppelgangers the more susceptible we are to affronts.
