just to confirm:
I was told that I needed to have at least $25000 funded in my
account, and classifed as a pattern day trader, and therefore,
then I can also short nasdaq issues, like INTC, without an uptick.
True? No uptick required, if you're classified as a patterndaytrader
with >=$25000?
 
Not true. Uptick rule applies to everybody. Even though you are goldman with 20 billion of capital, you still need to wait for an uptick to short.
