It's just like the unemployment rate. EXACTLY like the unemployment rate, where they show a declining unemployment rate by "adjusting" the number of people who have left the employment force.

This may be a good time to also point out that the European Union has recently backed away from all enforcement of 'carbon regulation' as outlined in Spiegel and other publications.
The U.S. is the ONLY country that has reduced carbon output. If not a single other country is doing the same then there is no reason to continue in this CO2 reduction effort.
